Steering Committee

What Is a Steering Committee?

A steering committee is an advisory body of senior stakeholders who provide guidance and support to a portfolio, program or project team and make decisions that fall outside that team’s authority.

In Practice

The steering committee sets direction, resolves cross-organizational issues, approves major decisions and unblocks escalations the team cannot handle alone. It typically meets on a regular cadence, reviews progress against objectives, and champions the initiative with the wider organization. Effective committees stay focused on decisions and removing obstacles rather than day-to-day management.

PMBOK 8 Context

The steering committee is part of a project’s governance as framed in the PMBOK Guide, 8th Edition. It complements the sponsor role and the change control board.

FAQ

Steering committee vs. sponsor? The sponsor is usually a single accountable individual; the steering committee is a group providing broader oversight and support.

What makes it effective? The right seniority, a clear decision mandate, and a focus on unblocking rather than micromanaging.
